Using the merry widow veiling should make it simple enough to cut.

And gathering it should make it sit and look effective.  It is better to use slightly more that you think you will need.

Most of the time I tack mine on. it doens't need a lot to hold it in place and it works better with some movement.

Basic instructions -

Thread your needle and knot the end.
Pass through from the back of the base where you want the veiling to be attached.
Now weave the veiling on to the needle and push down the thread.
Secure the veiling into place with a couple of stitches through the eveilign and base.
Tie off in your usual manner at the back of the base.

Do this the opposite side of the fascinator if you are after the effect of having some over your eyes.

Now looking at the fascinator from the front and decide how you would like the veiling to sit.
Pinch the veiling where you feel it needs it, gathering slightly if necessary.
Tack it to the base by threading the needle through the veiling then the base then the veiling again and tie a knot.

I shall try and take some pictures as examples if thsi doesn't make sense.

x
